'Rehabilitation Only For People With Valid Documents In Assam': Bodo Leaders

On a day when AICC general secretary Rahul Gandhi made a whirlwind tour of three violence-affected districts of Assam and touched four relief camps, Bodo leaders, including Bodo People’s Front chief Hagrama Mohilary, said that only those displaced people who had valid land documents would be rehabilitated.
Rahul visited four camps, three having Muslims and one having Bodos. While he kept away from the media, Rahul chose to spend most of his time listening to the people who have been there for more than eight weeks now.
“We have told Rahul Gandhi that the state government and the BTC will rehabilitate in the first phase only those who have valid land documents. We are yet to decide about cases of those who do not have land documents but have documents to prove they are Indian citizens,” Mohilary said in Kokrajhar.
The BPF chief, it may be recalled, has been complaining of the presence of “large number” of Bangladeshi infiltrators in Kokrajhar and other Bodoland Territorial Autonomous Districts.
“He mostly interacted with the inmates about food and healthcare. He asked the people how soon they could return to their respective villages,” said Agriculture Minister Nilamoni Sen Deka, who accompanied Rahul during his visit to Gambaribil camp in Kokrajhar, which has 2,000 Bodos. Camp inmates pressed Rahul for security in order to ensure their safe return to their respective villages.
The other camps that Rahul visited were in Lakhiganj High Madrasa (Dhubri), Kambelpur (Kokrajhar), Basugaon (Chirang) — all having Muslims.
Six hurt in blast
Six persons were injured, one of them seriously, in a grenade explosion in Bongaigaon town on Tuesday night. The police called it the handiwork of the anti-talk faction of the ULFA. The blast occurred at around 9 pm near the Chilarai Flyover. An ULFA cadre has been arrested. Bongaigaon is close to Chirang where Rahul Gandhi had visited a relief camp.

5 SMS per day limit comes into effect

NEW DELHI: To check spread of rumours which has led to eexodus of north eastern people from certain states, government banned from today bulk SMSes and MMSes for 15 days across the country.
"We have banned bulk SMSs and MMSes for 15 days," Union Home Secretary RK Singh told PTI.

The decision was taken after reports of widespread circulation of SMSes and MMSes containing misleading information about Assam violence, threats to people of northeastern origin living in other parts of the country and doctored videos.

The Home Ministry has asked Department of Telecommunications to implement the order through the telecom operators.

From today onwards, no one will be able to send more than 5 SMSes in one go and more than 20 KB of data through mobile phones during the ban period. Though the limit on SMS is on bulk messages, some operators have reportedly levied this cap on person-to-person SMSes as well.

The ban came into force after Prime Minister Manmohan singh said that spread of rumours by miscreants had led to people belonging to the north east to flee from Bangalore, Pune and some other parts of the country.

Noting that the guilty should be brought to book, the Prime Minister said that at stake was not just unity and integrity of the country, but also communal harmony.
"Any miscreant fanning rumours should be brought to book," he said.
